Earl Phillips Joins Rock Hill Housing Staff

ROCK HILL, SC --- Earl Phillips recently joined the staff of Rock Hill Housing serving as Operations Manager. In this role, Phillips will oversee the operations of the Public Housing, Housing Choice Voucher (Section 8) and Multifamily Programs.

Originally from Charleston, SC, Phillips relocated to Rock Hill area in August 2022. Phillips holds a Bachelor of Arts in Sociology from the University of South Carolina and a Master of Public Administration from Strayer University.

With over 14+ years of experience Phillips brings their Public Housing, Section 8 and Low Income Housing Tax Credit expertise to the agency. Prior to Joining Rock Hill Housing, Phillips served as the Community Manager for S.L. Nusbaum Realty Co. In this role, Phillips oversaw financial activities, served as a liaison with outside contractors and performed annual apartment inspections. Phillips also previously served as the Property Manager for INLIVIAN. In this role, Phillips managed the Low Income Housing Tax Credit certification process and maintained the budget for the property.

Phillips received additional training in Public Housing Management from Nan McKay and Associates, Inc.
Phillips is married to Amber Phillips. During their free time the Phillips enjoys playing, watching and attending basketball games, traveling and listening to audio books.

Since 1965, Rock Hill Housing has provided housing assistance for families, the elderly, and persons with disabilities in the cities of Rock Hill and Great Falls. Rock Hill Housing has 369 public housing units and manages 614 Housing Choice Vouchers (HCV), previously Section 8 Housing Choice Vouchers, for area landlords.
